(R/r)^2 < 1/2
R/r < 1/1.4

(2) 2*P*R < P*r + 2r
=> 2*P*R < r*(P+2)
=> R/r < (P+2) / (2*P)

Together, still get R/r < 5/6, INSUFFICIENT.
