This one nailed me ! Good one -

City Planners in Detroit hope that the renewal project extending along the eastern riverfront will establish a population that lives and works downtown and also provides the office space needed to attract new businesses.

A) that lives and works downtown and also provides
B) to live and work downtown and also provide
C) that lives as well as works downtown and also provide
D) which lives as well as works downtown and also provides
E) who live as well as work downtown and also provides

i pick B here. the non-underlined sentence expresses the purpose establishment of population by the renewal project. "provide" is also to be paralleled with establish. please correct me if my thought process is wrong.

regards

Guys why is B wrong ????

I mean C definitely sounds better but why is B wrong ?? any grammatical reasons ??

Hi Shikhar,

We generally use to + verb to show the purpose of any action. For example:
• Joe started the campaign to spread awareness about the importance of literacy.
• My grandparents shifted to countryside to live in peace and tranquility.

Now with Choice B, the sentence reads:
• City Planners in Detroit hope that the renewal project extending along the eastern riverfront will establish a population to live and work downtown and also provide the office space needed to attract new businesses.

With to + verb here, the sentence now seems to suggest that the renewal project will establish a population “in order to live and work downtown”. This is absolutely illogical. The renewal project cannot live and work. Hence, Choice B is grammatically incorrect.

Hope this helps.
Thanks.

thanks Sharddha. i narrowed down the choices to B and C and chosen B, thinking "the purpose" in a wrong way. your explanation makes it clear to me that B is illogical. hence it is C

regards

I have read somewhere that "clauses led by THAT cannot modify people".Whether it is not applicable in the case of POPULATION?

Will establish... provide are parallel.

My question is, how do we differentiate between future tense - PLURAL and SINGULAR?

I will do this tomorrow.
They will do this tomorrow.

Just by looking at will do, we can't say subject is plural or singular right? So, in this case, how do we say, will establish and provide are parallel?

I am confused, can some1 help?

According to the GMAT, "That" cannot modify people. In this sentence, is "population" not considered people?
