There is more than enough water in the springs to satisfy the city residents’ demand for drinking water for the next several years. Still, it is typical for residents of City Q to be forced to either reduce or completely cut off their water consumption.

A) The supply of water in the springs is greater at some times of the year than at others.

So what is happening in the argument, City Q has access to abundant water, that water is enough to satisfy the city residents demand

But still it is typical for residents to be forced to reduce or completely cut off ???

A) The supply of water in the springs is greater at some times of the year than at others.
at some time, there can be a problem sometimes and sometimes there wont be a problem

B) Residents of City Q rely heavily on water for their cooking and cleaning.
Okay this doesn't address, why they should curb the use.

C) City Q has not sought out alternative water sources.
Why are they reducing then ??

D) Most of the water in the springs is allocated to industrial uses and not drinking.
This actually gives you the correct reason.

E) City Q has yet to completely tap into all of its underground springs.
Why are they reducing then??

This is an inference question or say to look for main point of the argument.
In such case, additional information from the answer is not allowed, question does not mention about industrial usage of water.
Hence, alternative source is the main point or the inference point of the answer
