Is the usage of the idiom "So X as to (be) Y" correct in this case.

I'll vote for A, for using correct idiom "so X as to be Y". Also, its the most precise and clear option as compared to D and E

Yes....it is correct.
Generally we use so ...... that but in few cases so................as can also be used.
A shud be the answer as other options do not seem to be right.

E and D distort the meaning, in B 'so gradual' without 'that' seems incorrect and between A and C, C seems wordy. So A remains. Good question, I didn't know the idiom "so X as to (be) Y

Apart from this, C is more passive. Use of passive voice is generally a NO NO in GMAT.

C is wrong because of the usage of 'unable to be'.
In GMAT 'can not' is preferred

@abhishekGMAT : I guess D is incorrect since it is awkward in construction. A is better when compared directly with D.
