I would choose A.
IMO, C makes it needing a from "distinguished from".

Use "A...so X as to...B" or "A...such a way as to..B", when you want to say "HOW" A went onto to be B in a X way. Also A and B happen at the same time.
Eg: The climate shift was so gradual as to be indistinguishable.

Use "A...so X that...B" when you want to explain "WHY" A went on to give a result of B. B may at a later time than A.
Eg: The climate shift was so gradual that we didn't notice summer has come.

(the explanation might be confusing, but relate with an example)

I think the answer shd be A
The use of so as to in sentence correction is almost always wrong. The only rule that it works is whemit is used as so..adjective..as to.
choice A correctly uses this so gradual as to.
C uses the passive construction and it is not concise

At first, I was wandering why A is better than C but now i know why.
