To HIMALAYA:
Why a passive sentense is not acceptable? Thanks in advance!

Because passive sentence are most likely to be longer and GMAT always prefers a shorter concise form.

A is fine.

C would be better if it were in the choice like this.

Climatic shifts are so gradual that they are indistinguishable
at first from ordinary fluctuations in the weather.

C has a different meaning too. Unable to be distinguished seem to indicate that someone is physically distinguishing the climate shifts from ordinary fluctuations.

It should be A

Ritesh...I dont think your good example of C is correct, who is "they" modifying?

climatic shifts cannot be modified by "they"?

They refers to climate shifts. I do not know for sure that climate shifts is singular or plural but looking at ordinary fluctuations, which is the item that is being compared with climate shifts, seems like they are plural.

Moreover, I wanted to make a point that SO... AS TO can be changed to SO--- THAT form if it does not change the meaning of the sentence.
