I pick (A).

(A) doesn't look perfect, but is the best here.
(B) "so A that B" is the correct usage. (B) lacks 'that'.
(C) "be able(unable) to" is used only for active subjects such as people.
(D) I'm not sure, but "enough not to" sounds awakard.
(E) "enough so that" is unidomatic.

Idiom is "so <adjective> that"
Here, 'gradual' modifies 'climatic shift', which is a noun. Hence 'gradual', as an adjective, should be used as in choice C.

C. The GMAT nearly always favors the active voice, even if it involves a natural phenomenon. Additionally, so...that... is idiomatic.
