"gradual enough" is not so appealing.

I will go with A.

Climatic shifts are so gradual as to be indistinguishable at first from ordinary fluctuations in the weather.

#6 from Kaplan 800 (pg. 201) - for vertical comparison

Scientists have created a new substance that is so transparent as to be almost invisible.

Surely Kaplan modified this SC this from some official source, so I guess we can bank on the ...X is so Y as to be Z... idiomatic construction.

This SC is testing the construction:

so X as to be Y

Only A is suitable here.

However, note that "so as to" is unidiomatic.

The ancient Romans piped hot water through the walls and under the floors so as to warm up the rooms.

A. so as to warm up the rooms
B. and so would be able to warm up the rooms
C. to warm the rooms up
D. so that they could warm up the rooms
E. in order that they would warm up the rooms

D is correct.

Regards,
Brajesh

You think that "indistinguishable at first" sounds good?

I would go for E
