It is unclear who "he" refers to -- does it refer to Marx or Lenin? Also, "discussed" introduces a tense shift

B. implemented in Russia with Vladimir Lenin’s October Revolution, and discussed his theories in his “Communist Manifesto,” which proclaimed that proletarians will eventually rise to power through a class struggle
Original sentence is in the past tense (Communism was), but this introduces an incorrect verb tense by using the present "implemented"

C. was implemented in Russia with Vladimir Lenin’s October Revolution; Marx discussed his theories in his “Communist Manifesto,” which proclaimed that proletarians would eventually rise to power through a class struggle
Correct verb tense. Clear subject.
