Correct answer is C

Communism was Karl Marx’s stated political ideology seventy-five years before the political movement known as Leninism

A. was implemented in Russia with Vladimir Lenin’s October Revolution, and he discussed his theories in his “Communist Manifesto”, which proclaimed that proletarians will eventually rise to power through a class struggle
It is unclear who "he" refers to -- does it refer to Marx or Lenin? Also, "discussed" introduces a tense shift

B. implemented in Russia with Vladimir Lenin’s October Revolution, and discussed his theories in his “Communist Manifesto,” which proclaimed that proletarians will eventually rise to power through a class struggle
Original sentence is in the past tense (Communism was), but this introduces an incorrect verb tense by using the present "implemented"
