Given: $$cost=2.5n+25,000$$ and it must be less than or equal to 200,000 --> $$cost=2.5n+25,000\leq{200,000}$$ --> $$n\leq{70,000}$$. So, $$n_{max}=70,000$$.

We can create the following equation:

2.5n + 25,000 ≤ 200,000

2.5n ≤ 175,000

n ≤ 70,000
