(D) also modems, they are the devices that allow
(E) also modems, which are the devices to allow

Is B right because of parallelism, subject are and are modems. For modems, it is just reversed but that is the same, right. So too sounds wordy though!

So too is the correct ideom

I'd go with B

I know :-D :-D it's fun .. this question was posted 4 years ago !!! I was a sophomore in college back then

hahaha .. I don't thing the guy who posted the question is still in GMATclub. I bet he finished his MBA already :-D

By the way, it doesn't matter if the sentence is underlined. Just look at choice A and it is the part of the sentence that's supposed to be underlined.
