Hi,
I have a question pertaining to the comparison of dissimilar objects.

This is from the OG:

The gyrfalcon, an Arctic bird of prey, has survived a close brush with extinction; its numbers are now five times greater than when the use of DDT was sharply restricted in the early 1970's.

It seems to me that "they were" is required after "greater than" to make the comparison logical. Can someone please explain why it is not necessary? Does the word "when" allow the comparison?
