B and E compare "his writings" to "most other young scholars", thus making a comparison error.

There are two errors: (1) S-V agreement, (2) comparison

(1) S-V agreement:
Considered to be one of the brightest upcoming legal scholars, Douglas Kysar has written countless articles on environmental law and policy; his writings, which include a book with renowned law professor Daniel Esty, is cited more often than most other young legal scholars.

The blue part is a non-essential modifier which modifies his writings
If we remove the modifier, the sentence stands like - his writings is cited more often than most other young legal scholars.

So, we need are instead of is.

(2) Comparison: We need to compare his writings with the writings of other young scholars.

In the original sentence the comparison is drawn between his writings and most other young legal scholars which is illogical.
The correct comparison is "his writings and those of[writings of] other scholars

D corrects both the errors. Hence, D is the answer.

A) is cited more often than most other.........SV Error Subject- writings
B) are cited more often than most other.......comparison error (comparing writings with scholar)
C) is cited more often than those of most other........SV Error Subject- writings
D) are cited more often than those of most other.....CORRECT writings ..are and comparison of writing with writings
E) are cited more often than are most other......comparison error (comparing writings with scholar)

If we have to remove the fluff from the sentence the sentence would look like:

Considered to be one of the brightest upcoming legal scholars, Douglas Kysar has written countless articles on environmental law and policy; his writings, which include a book with renowned law professor Daniel Esty, is cited more often than most other young legal scholars.

A) is cited more often than most other ====> Subject "his writings" is plural and hence the verb should be "are cited"

B) are cited more often than most other ====> Incorrect comparison "his writings" are compared with "your legal scholars" the comparison should be between writings and writings.


C) is cited more often than those of most other ====> Subject "his writings" is plural and hence the verb should be "are cited"

D) are cited more often than those of most other ====> CORRECT

E) are cited more often than are most other ====> Incorrect comparison "his writings" are compared with "your legal scholars" the comparison should be between writings and writings.
