Yeah, B sounds like the best answer.

C is wrong because people related to a householder may not live in the same household with the householder and so do not form a family.

OA is B. Anand, what method do you use for these kind of problems? Do you use a venn diagram.

Well I did not use the Venn Diagram here. I just looked at the definition of a family. A family has to have minimum two people and one of them is always the householder. So the converse is true right because of the word "always"
You can use venn diagram for this.
