elements on either side of "rather than"/"instead of" need to be parallel

the first element is a verb in all choices, so the second element has to be a verb. this eliminates B, C, D since "facing" is not a verb

Between A and E: we don't need past perfect.

In choice E: have chosen is parallel to face
residents have chosen [bla bla]
residents face [bla bla]
^these two elements are parallel.

Also,

a note on "rather than" vs. "instead of"

"instead of" is followed by a noun
Instead of could only put nouns in parallel

"rather than" can act as either a preposition (taking a noun) or a subordinate conjunction
rather than can put nouns or verbs or entire actions in parallel.
(so in this question we NEED "rather than", eliminate B and C)

I was able to eliminate A,B and C but I am wondering why is facing in D wrong?

Face vs facing parallelism issue

IDLA Supermarket is a noun so facing

Past perfect is not appropriate since there is no other action to compare the timeline

I think arguments can be made in favor of both A and E.

If the choosing happened before the survey we can use " HAD "
on the other hand if the choosing has just finished now and its effect is still continuing then we have to use " HAVE"

is there any way to infer which one is better than the other?

the sentence mentions that the survey 'showed'... will it not be had instead on have?

I would request the experts to please comment on this. The word showed implies that this is reported speech. In reported speech we shift tense back. In the above question the choosing happened before the survey that is why the author was able to report it. I feel that 'had' should be used rather than 'has' in the question. Please help!!

I have the same question, the sentence mentions that the survey 'showed', shouldn't we use past perfect here instead of present perfect?

What is compared here :-

1) had chosen......... vs face........

or

2) IDLA Supermarket vs facing

To answer your query, this sentence is not actually making a comparison, rather it is stating that residents have taken one action - "have chosen IDLA Supermarket" - instead of taking another action - "face the long queues at TRAMLAW".
