A,B & C - Eliminate. Usage of "to be"

Left with D & E.
E - Eliminate - Fragmented sentence.

Can somebody explains the usage of "to be" in A??
Where can we use "to be" or everytime we should cancel the choice if that consists "to be"?
Otherwise D is fine.
