This seems like a certainty vs uncertainty question with the main question "should expand or might expand"? I'm going with "should expand" since I think the decision to allocate \$\$\$ is certain. This eliminates B/D.

E is wordy

A. allocation of is same as allocating but more wordy

I pick C.

i said A because 'their' clearly refers to the finance committees, but in 'C', there was an ambiguous 'they'

maybe i just fluked out

I pick C to because the of the "judgements on" usage compared to "judgements as to" in A.
Does someone know the correct usage?

IM with A on this one

they make strategic decisions as a result of allocating funds, not WHEN they allocate funds, C implies that the two could be mutually exclusive A makes it clear their decisions are decisions based on fund allocation.

How come A be the answer. it doesn't even have a clear pronoun referent.. their in choice A can refer to committees or to divisions..
