Individual Property rights are to be preserved-According to-City Council.
Property owners can only cut grass or weedeing,
No Remodelling
Remodeling done by others may infringe others land, therefore only grass cutting.

The situation is resolved by explaing a clause of individual property rights

" An individual’s property rights may be infringed upon by other people altering their own property."

Thus activities such as remodeling infringe the neighbours property right.

Hi, noboru!

I think that the argument presents an "apparent" contradiction between individual property rights and restrictions to property owners.

Therefore, the only way to solve the problem is showing that this contradiction isn't real.

IMH, it is exactly what answer D does, telling that those restrictions are helpful to prevent individual property rights.
