I assume you mean a cover letter that's more than a transmittal letter--one that's a highlights or overview letter? It could be bad if your cover letter is too long or doesn't add value (repeats material found elsewhere, etc.). Since there's always the risk it will be seen as adding to the adcom's workload and 'not following directions' I would keep it short and sweet and I would avoid submitting any addenda in addition to the cover letter. That is, don't risk peeving them off. Still, if there's really something you feel needs to be said that can't be said in any of the essays then a cover letter may be appropriate.
