I think the correct answer is D.
If most of the tourists come by bus and the parking will accomodate 1/3 of the buses then the buses' exhaust will diminish significantly.

No not D.
I had marked E, as if the buses don't get to park, they will keep driving around, hence more pollution. If the buses are able to park, coz of more lots, it will certainly reduce pollution.
Even E is not correct.
