I would pick D.

As paper, glass and other stuff are being recycled then waste management guys mostly come across plastics. As disposal of glass, metal and paper is decreased guys would have to deal with more plastics disposed. Thus disposed plastic would make more portion of the waste they manage

D. if major part of the waste components are recycled, then remains more plastics.

thats why WM is getting more plastics.
