Hello,

Could somebody explain me why the answer is B, and not D or E. I must have some concepts wrong in CR area...

Opponents of laws that require automobile drivers and passengers to wear seat belts argue that in a free society people have the right to take risks as long as the people do not harm others as a result of taking the risks. As a result, they conclude that it should be each person's decision whether or not to wear a seat belt.

A) Many new cars are built with seat belts that automatically fasten when someone sits in the front seat.

B) Automobile insurance rates for all automotibile owners are higher because of the need to pay for the increased injuries or deaths of people not wearing seat belts.

C) Passengers in airplanes are required to wear seat belts during takeoffs and landings.

D) The rate of automobile fatalities in states that do not have mandatory seat-belt laws greater than the rate of fatalities in states that do have such laws.

B is the answer because it hits right on the argument of the opponents.
Opponents argue that people can do anything if it does not hurt others. But, B clearly points that increased injuries/deaths of the people not wearing seat belts increase the insurance costs of every one else.

B is right because higher insurance rates hurts everyone.

D, automobile fatalities doesn't hurt everyone

Yep, B because this statement indicates that those not wearing seat belts have an effect on those who wear seat belts (that is they all have to pay bigger insurance costs)

Not E because it does not matter that those who do not wear seat belts incur injuries more often... since the argument says that it should be every person right to wear or not a seat belt..... unless it hurt others... here nobody else is hurt except those who choose not to wear a seat belt.

Not D because once again this info does not matter at all.... we are just searching for the information which would say that those who do not wear seat belts have an effect on those who do wear them.... In D you only get info that wearing seat belts have an effect on fatality rate in automobile accidents... thus the wrong issue is addressed here....
