The payouts are the problem. The discount is the proposed response. The portion not in bold is the assessment, and the 2nd bold part is the judgement.

(B) is best. Judgement also conveys the meaning of estimate.

The first line could be construed to be a development, and the 2nd part in bold could be taken as a prediction. That is fine.

However, the body of the question stem discusses not the reasons for the development but the actions taken to prevent or avoid the development.

That makes B a better choice than D.
