Criticism says that savings in water conserving landscape will be less when compared to conventional landscape.

To refute this we have to show that savings in water conserving landscape will be more.

B does that....A conventional landscape generally requires a much greater expenditure on fertilizer and herbicide than does a water-conserving landscape.

the question asks about the "rebuttal of the criticism".. Hence, I think the ans should tell the critics apart from the 20$ advantage, the maintenance of conventional one are costlier than the water-conserving one..

Please indicate the source. IMO B is the one, but I read that answer is C. Isnt that wrong?
Yards are there and considered by both Brochure and the Critic
pls clarify
