Tricky it is.
we are looking for the assumption that ties conclusion (C) to evidences(E)
C - Law creates happy families
E1 - Law to provide paid leave and cheap daycare
E2 - parents stressed out with little kids
more E2 (stress) less C ( unhappy families) and we need low E2(stress) more C (happy families)

Ans A - provides that connection
B - links in essence E1 and E2
C - out of scope
D- we dont know yet
E- out of scope
