B.
If what is recognized and applied? These verbs need a referrent in "skills", otherwise it sounds like the students are recognized and applied.

Also B maintains parallelism - "that students can be taught to recognize and apply.....and...that students will become more effective thinkers."

Another one for E.

Both clauses must begin with "that" for parallel structure to be maintained.
B uses "that" but it appears much later in the clause. Hence the clauses are not really parallel in structure.
