I like this question!!
Let's see what's happening in the sentence.

I shall go forward by removing the fluff out of the sentence.

Critics say that a policy ignores some things and considers something else.
The ignore list has 3 items and the consider list has one.

So Ignore list must have the structure A,B and C. So I can safely eliminate A and E.

C does not work as the main subject for the plural verb "consider" is policy, which is singular. NUH! Not happening!

D has this "effect in" problem. For example: The alcohol had a horrible effect ON/IN me. On is correct.

B remains!

Isn't this list a list of absolute phrases:

the danger of welfare recipients displacing current workers,
the need to invest in creating new jobs,
the effects of welfare cuts on small children

They should be separated only by a comma and should not take a conjunction.

Based on this, I think (A) is the right answer.

Option (B) lacks parallelism.
