modifier error - "currently 26 bililon barrels a year" must be followed by what it modiefies......the only answer that makes sense here is A

B the world is not currently at 26b a year,
C the world's oil is not currently 26b
D the rise is not 26b barrel
E "oil" is not currently at 26 bililon barrels a year...

OA looks best choice here. However I am not convinced by the usage of " World consumption of oil" shouldn't " World's consumption of oil or World's oil consumption " is a better choice ? Also if we had it in one of the answer choices then would it be preferred over answer choice A.

I guess there is typo in the question.

Correct word should be "World's consumption of Oil"

Yes, the noun "consumption" should be preceded by an adjective, either a possessive adjective "world's" or a descriptive adjective "global".

A sounds right to me, but I thought the use of "rising" was not right, so I chose B
now I know it does not matter, and also I have to be aware of the modifier
