I would go for B rather than A because A is in passive voice and B in active. In GMAT we usually prefer the active voice, if it is grammatically correct.

Correct me if I am wrong. IMO B.

Hi SonalSinha803

The statewide compensation for public employees is currently at an average of $50000.
It would not be right to say that the state has a current average of $50000.

Only Option A communicates the meaning clearly.
Generally, the GMAT does prefer active voice to passive voice.
But here, changing the sentence to active voice changes the meaning of the sentence.

$50000 should modify the compensation. B,C,D & E fail in this comparison test.
