As most of the part of sentence is in past tense so we should use laid for underlined part as well.

We have 2 such options C & D.

GMAT prefers short version. So I will go with D.

I think here the challange to distinguish between the verb "to lay" -laid - lay; and "to lie" - lay - lain
Usage of "lie" in the dictionary: "To consist or have as a basis. Often used with in: The strength of his performance lies in his training".
To lay: to cause to lie down, to put down etc

So I think is E
