Explanation:

Concepts Tested: Diction, Meaning, Sentence construction

A) Correct.
B) Awkwardly verbose. "Their having talked" is awkward and meaningless.
C) "Besides" means "in addition" and it does not show the contrast that is intended here; to imdicate the contrast, we need to use the words like despite, in spite of, although, though, etc. "Their having talked" is awkward and meaningless. The sentence does not convey what they talked about.
D) Changes the meaning subtly as "all" is modifying "pollution control" instead of "talk".
E) "In addition" does not show the contrast that is intended here; to imply the contrast, we need to use the words like despite, in spite of, although, though, etc. The sentence does not convey what they talked about.

Correct answer is A.

What should be the structure of the sentence?
The idea here is to express a contrapposition: large organisations talk about pollution, but they do nothing (main idea).

We have to express this contrapposition: out E that puts the two clauses "on the same level".

(A) Despite all their talk about pollution control,
(B) In spite of the fact of their having talked about pollution control
(C) Besides their having talked
(D) Although they talk about all pollution control

B and C share the same mistake: their is possessive, cannot be the subject here.
In D "all" seems misplaced, but A is better because uses "their".
In this way the first clause correctly refers to "large organisations", meanwhile in D " Although they talk (...) large organisations" both clauses have thier own subject and the overall structure is not clear.

I am quiet uncomfortable with the use of "despite" in A...IMO it doesn't go well with the context "Although" seems more appropriate for the required contrast. "All" though alters the meaning between A and D... but then who knows what the author's intention is? Cant say between A and D...what is the source??

In SC questions, original meaning prevails. This is always true unless the original sentence is meaningless.
Source is documented below the question from the time the topic is posted.

I think Zarroulou has already posted detailed solution, and left nothing to add.

The Main Difference between Although and Despite/In spite of is that although is used before the full sentence whereas you can not use Despite/In spite of[/b] before the full sentence unless you add the fact

There is another criteria for selection of Although/Despite, which I learned from one of my strategy books. however The same has not confirmed by trusted grammar websites and I also found some exceptions for this rule. I usually applies it when rest of the sentence is grammatically correct, concise, and the only difference is of Although and Despite/In spite of

Here is that Rule

ALTHOUGH is used to express a positive outcome in the face of a negative quality.

EXAMPLE : Although it was raining (Negative Circumstance), we went to the movies (Positive Outcome).

DESPITE or INSPITE OF is used to express a negative outcome in the face of a positive quality.

EXAMPLE : Despite the fact that we started early (Positive Circumstance), we arrived at the destination very late. (Negative Outcome)

In our case

Despite all their talk about pollution control (Positive Circumstance), large organisations have so far done very little to control ecological damage (Negative Outcome)

Even if we ignore this rule, Choice D is wrong because of misplaced all

Regards,

Narenn

(E) In addition to their talking

The idea is to express contrast. Eliminate E. B is wordy. In C, the modifier is incorrect as it removes pollution control as in the original sentence. In D, again the Warm up modifier is incorrect(all pollution control).

A Wins.

Excellent analysis! You can discard option C for the same reason as you have shown for option E, i.e, those are not showing the contrast.

Just to clarify a little more: Although, though, in spite of, and despite can be used to show contrast and those are interchangeable in many cases. However, use of those words are dependent on the construction of the sentence. For our particular case, "despite" is best fit. The construction "Although all their talk about ..." is incorrect -- correct form of the sentence with 'although' would be "Although they had all the talk about ..."
