The correct idiom is NEITHER X NOR Y. X and Y have to be parallel
Eliminate A and C.
disruptiveness is singular, hence singular verb is required.
Eliminate D and E.
B is the answer.

Correct Idiom is Neither X nor Y.

Since disruptiveness is singular, singular verb "has" will be used

Only B satisfies the above conditions.

corelative conjunction ; neither... nor... also has usage is correct over have/were which are used for plural.

OFFICIAL EXPLANATION:



B. The original sentence contains both a conjunction error and a subject-verb agreement error.

Whenever you see neither, you must also see nor. Neither Choice (A) nor Choice (C) pairs nor with neither. Eliminate them.

You’re left with Choices (B), (D), and (E). The verbs in these three choices are different. Choice (B) contains a singular verb, and the other two have plural verbs. The subject of the clause is neither, and neither is singular. Therefore, Choice (B) has to be correct because it contains the singular verb.

Errors in the original sentence:
1) idiom error: instead of "neither X nor Y" "neither X or Y" is used
2) compound plural subject error: only "and" makes compound plural subject and hence, requires plural verb. "or" and "nor" don't make compound plural verb and take the number of nearest subject. Here, descriptiveness, which is a singular subject, is near "nor" hence, singular verb is required. Therefore, "have" should be changed to "has".

Answer: B
