So in this sentence we are not comparing the performance of American high school students to their counterparts, we are saying one is perfoming better than the other.
Because of this reason we will eliminate B, C and E.
After the underline portion, “ their” is a plural refrent.
We will eliminate D as it is comparing a singular student with many.
