Despite the increasing number of discoveries of fossils of feathered dinosaurs, many paleontologists believe that most dinosaurs did not have, nor likely to have, feathers on their bodies.

nor is usually used with its counter part "neither"-- neither X nor Y
or as a FANBOY- for, and, nor, but, or , yet

(A) nor- creates a fragment- wrong!
(B) nor were they - the correct option!
(C) nor were not- nor+not ungrammatical- wrong!
(D) or were- dinosaurs themselves were not "feathers"- meaning error- wrong!
(E) or- fragment- wrong!

Does the usage of of 'nor were they' not signify interrogative context ?

Will it not be appropriate to use 'nor they were' instead; am I wrong in my understanding?

Not able to understand..." how to eliminate choices".

Nor is a part of FANBOYS. Nor is acting as a conjunction here. So we need a sentence after NOR. Therefore Option B.
