Can anyone please explain that why is the answer D here and not C as the detective did not provide evidence either.

We are to criticize the argument of detective and detective is speaking in favor of exonerating the burglar.
C is taking a different stand. It says the detective failed to provide a n evidence for blaming burglar but the detective never blames him.
Whereas D talks of flaw in detective's decision to exonerate burglar on the grounds of lacking one evidence as a proof of his innocence

A) The only evidence mentioned(the presence of Bill) is relevant to the conclusion.
B) No mention of the accusers
C) It is not a certainty that Bill committed the burglary
D) Correct as there might be other reasons as to why Bill had been accused
E) Not relevant as the argument revolves around Billy.
