Is my interpretation of second sentence correct?

Fraction means Numerator / Denominator

where
(she already had 45% hence she needs 5% more) or $$\frac{5}{100}$$

Denominator = Total of OTHER votes (55%) or $$\frac{55}{100}$$

Hence ans = $$\frac{5}{100}$$ * $$\frac{100}{55}$$

or $$\frac{1}{11}$$

Yes your approach is correct. Just to simplify what you did here, is that you assumed total votes to be 100, so the votes in favor becomes 45 and other becomes 55

now you need 5 votes to reach 50, and this 5 has to come from 55 other votes i.e 5/55=1/11

Yes, since we dealing with % so presume that's quickest way to solve.

Sorry for the delayed response. Yes you are correct (Y)

for percentage questions usually if we let the value = 100 it's easy to solve ( easy calculations in about 90% cases)

lets take total vote as 100
she need 50 so 5 more needed out of 55
