S1: not sufficient
S2: even if price of food rose, but the reason of price rise might be other than energy price rise.

Hence not sufficient even after combining S1 & 2

Very good question. I chose C but can be wrong.
I. If Ep rose LY => Fp will rise CY
II. Fp rises CY
I does not mean the other way that Fp rises CY => Ep rose LY. Therefore, insufficient, E
