I'll appreciate if you could explain the choices, atleast the one that you consider right.

a) costs -- should be cost
b) dirt roads cost twice as much as to maintain as paved roads do-- This would have been perfect choice but as much as...as
c) maintaing dirt roads cost twice as much as paved roads do--will go with this one.
d) maintaining dirt roads costs twice as much as it does for paved roads-- costs
