what is antecedent of it, here? doesn't gmat say we always need an antecendent for it/?/

this is not a problem in this one because every choice has either "it" or "there". both are not preffered in gmat but if they are given in every choice, we are safe in chosing any choice as long as "it" or "they" concern.
