Dolphin sightings are common at Nine Mile beach. Usually dolphins avoid human beings, but sometimes they approach marine workers who offer them food. This has boosted the Nine Mile's appeal to tourists, who once congregated at a neighboring beach. In order to further increase the beach's popularity, therefore, marine workers have proposed implementing a permanent dolphin-feeding program.

Which of the following, if true, most strongly calls into question the likelihood that implementation of the marine workers' proposal will have the desired consequence?

(A) A permanent dolphin-feeding program would likely raise the number of dolphins visible to tourists on any given day.

(B) Business owners who depend on tourism are willing to pay most of the cost of implementing the program.

(C) Nine Mile beach does not offer the same quality of swimming or surfing as do neighboring beaches, but tourists travel from around the world to scuba dive there.

(D) Tourists are attracted to Nine Mile by the opportunity to see dolphins living in the wild, unlike at a nearby theme park, where the dolphins are fed by park employees.

(E) Not all tourists who come to Nine Mile beach are interested in seeing dolphins.

Premise : The rare dolphin sightings have boosted the Nine Mile's appeal to tourists, who once congregated at a neighboring beach.

Conclusion : In order to further increase the beach's popularity marine workers have proposed implementing a permanent dolphin-feeding program.

Ques : Which of the following, if true, most strongly calls into question the likelihood that implementation of the marine workers' proposal will have the desired consequence?

Premsie : We need to come up with the option which shows that implementation of the permanent dolphin-feeding program will not increase the tourists interest to see dolphins and hence the no of tourists coming will not increase.

Lets analyse the options now :
(A) A permanent dolphin-feeding program would likely raise the number of dolphins visible to tourists on any given day. - Incorrect as this supports the marine workers' proposal.

(B) Business owners who depend on tourism are willing to pay most of the cost of implementing the program. - Incorrect as this point is Irrelevant as we are more concerned about the outcome of program not how it is implemented.

(C) Nine Mile beach does not offer the same quality of swimming or surfing as do neighboring beaches, but tourists travel from around the world to scuba dive there. - Incorrect as this point is completely Irrelevant. This option does not give any information about relation between the progarm or dolphin sightings and the number of tourists visiting.

(D) Tourists are attracted to Nine Mile by the opportunity to see dolphins living in the wild, unlike at a nearby theme park, where the dolphins are fed by park employees.Correct as this option clearly relates the dolphin feeding program (to the theme park) and the reason for the tourist attaction to Nine West.
If the program does not offer to increase the sightings of dolphin in natural habitat, the tourists will not be attracted and will not increase in number.

(E) Not all tourists who come to Nine Mile beach are interested in seeing dolphins. Incorrect - While this could be true, we are talking about the tourist who are interested in seeing dolphins.

(A) A permanent dolphin-feeding program would likely raise the number of dolphins visible to tourists on any given day. - Strenghen

(B) Business owners who depend on tourism are willing to pay most of the cost of implementing the program. - out of scope

(C) Nine Mile beach does not offer the same quality of swimming or surfing as do neighboring beaches, but tourists travel from around the world to scuba dive there. - out of scope

(D) Tourists are attracted to Nine Mile by the opportunity to see dolphins living in the wild, unlike at a nearby theme park, where the dolphins are fed by park employees. - Correct as weakens and inscope of stimulus

(E) Not all tourists who come to Nine Mile beach are interested in seeing dolphins. - Weakens but D is better as 'not all' is used, which means may be only 1 tourist doesn't like seeing dolphins

Which of the following, if true, most strongly calls into question the likelihood that implementation of the marine workers' proposal will have the desired consequence?

(A) A permanent dolphin-feeding program would likely raise the number of dolphins visible to tourists on any given day. -- This strengthens the success of workers' proposal

(B) Business owners who depend on tourism are willing to pay most of the cost of implementing the program. -- This also also strengthens the plan

(C) Nine Mile beach does not offer the same quality of swimming or surfing as do neighboring beaches, but tourists travel from around the world to scuba dive there. -- Out-of-scope. We are not worries about services other than dolphin sighting in the passage

(D) Tourists are attracted to Nine Mile by the opportunity to see dolphins living in the wild, unlike at a nearby theme park, where the dolphins are fed by park employees. -- CORRECT, this gives a reason for tourists' disinterest in feeding program, thus weakening the success of the marine workers' feeding program plan

(E) Not all tourists who come to Nine Mile beach are interested in seeing dolphins. -- This doesn't give quantitative data. We don't know what percentage of tourists are not interested. Too narrow.

So, answer should be D

Official Explanation

Answer: D

The argument is straightforward. Marine workers recognize that dolphin sightings increase the popularity of a beach, so they think that more dolphin sightings will lead to more popularity. However, given the limits of the information given, the argument assumes that whatever leads to more dolphin sightings will not itself counteract the positive benefit of the larger number of sightings. To weaken the argument, we need to find a reason why that assumption is false.

Choices (A) and (B) strengthen the plan's likelihood of success, while (C) and (E) are not relevant.

Choice (D), however, is exactly what we're looking for. It tells us that the proposed method (further domesticating the dolphins) is not what attracts people to Nine Mile beach. (D) is correct.

(A) A permanent dolphin-feeding program would likely raise the number of dolphins visible to tourists on any given day. 180 degrees answer. This strengthens the argument

(B) Business owners who depend on tourism are willing to pay most of the cost of implementing the program. Who bears the cost of the program is OOS.

(C) Nine Mile beach does not offer the same quality of swimming or surfing as do neighboring beaches, but tourists travel from around the world to scuba dive there. Additional facilities are OOS as we are only concerned with dolphins & their feeding program

(D) Tourists are attracted to Nine Mile by the opportunity to see dolphins living in the wild, unlike at a nearby theme park, where the dolphins are fed by park employees. Spot on. This one tells us that the feeding program would do more harm than good as it jeopardizes the main purpose why tourists come to see the dolphins

(E) Not all tourists who come to Nine Mile beach are interested in seeing dolphins. Might sound tempting, but we are not concerned with what "all tourist" think. Eg if there are 100 tourists of which 99 (not all) like the idea. The program is still succesful
