I've seen this before and remember the answer as C.
reason was that both Dr's analysis and the analysis in C has messed-up cause-affect

this is circular reasoning, i.e., someone is stating something is effective because he thinks it's effective. That someone didn't mention why it's good or effective, and his only reasoning for it is because he thinks it's good. In this questions we need to look for reasoning similar to that. In C there is no mentioning why he thinks the balls are good; he just thinks they are effective.
so the answer is C

i don't know what circular reasoning is..i choose C on basis that..
there is no clear reasoning of Dr A statement. and similar case happens with Tennis ball.
so, its C.

Thinking along the same line: do we get circular reasoning questions in the actual exam recent times? Even, I doubt whether there is any on the GmatPrep.

i think i got it right for right reason (very rare!!). C. personal opinion is used w/o any evidence.

Cause there is no reason given for the conclusion drawn which is similar to Dr a's line of reasoning.
