A. to carry larger loads more slowly, determining-rather than to carry....slowly,this part is ok but what does determining modifies!Normally a verb-ing modofies the action of the subject in the previous clause but in here the subject is not clear.So wrong choice
B. to carry larger loads more slowly, a situation that determined-noun+noun modifier.It is the perfect choice and correct answer
C. carry larger loads more slowly, which determined-the use of which is wrong
D. slowly carry larger loads that determined-that modifies load and that changes the meaning
E. carrying larger loads more slowly, and this was a situation in determining-unnecessary wordy and the use of this is ambiguous.

B. to carry larger loads more slowly, a situation that determined ---- .... not bad. Best option.
C. carry larger loads more slowly, which determined ---- wrong, which cannot be used after slowly.
D. slowly carry larger loads that determined ---- wrong, determined is modifying large loads, changes meaning.
E. carrying larger loads more slowly, and this was a situation in determining ---- wrong, wordy & carrying is not parallel.
