== OK

(D) It is estimated that during the 1980’s approximately $50 billion in private investment capital left Mexico, adding == WRONG – “left Mexico” and “Adding” are not ll (E) Approximately$50 billion in private investment capital is estimated as having left Mexico during the 1980’s, adding
== WRONG - “is estimated as having” is wrong idiom

Among (A) and (C), I think both present perfect tense and simple past tenses are ok. I like (A) more because (C) is wordier

OA is D, but as per Manhattan SC, "It is...that" is a wrong construcion.
Can anybody shed some light?
