I would pick B.

B clearly says for what mortgage is for.

To me, use of word "they" seems confusing. it stands for "homes" or for "americans". B seems ok out of these choices.

I would go for B.

home mortgage foreclosures is the subject & 'for' clearly refers to that.

Also the use of they is confusing & has no clear antecedent.
