Editorial in Krenlandian Newspaper:

Krenlandâ€™s steelmakers are losing domestic sales because of lower-priced imports, in many cases because foreign governments subsidize their steel industries in ways that are banned by international treaties. But whatever the cause, the cost is ultimately going to be jobs in Krenlandâ€™s steel industry.

Therefore, it would protect not only steel companies
but also industrial employment in Krenland if our government took measures to reduce cheap steel imports.

I will go with 'C'
Because the conclusion of the argument is that "Krenland government should take measures to reduce cheap steel imports to protect not only steel companies but also industrial employment"
C says that for Krenlandian manufacturers steel constitutes a significant part of their raw material costs - since they can import it cheaply their current costs towards raw materials should be low, if the government takes measures to curb steel imports then these manufacturers cost will go up.

I will go with 'C'
