Nice post! Everyone remember that data is the plural form of datum.

Although –data- is a word that is a plural almost 90 percent of the times, still the word can be singular when it is used as a mass noun meaning information. For example, it is perfectly legitimate to say that ‘the data given in this premise of argument is dubious’. All the same, it has to be taken as a plural word in this context.
But we also have to look at the correlative conjunction //ism of either …. or,
Per these two norms of SV agreement and //ism, Only C befits the choice

IMO C

Also want to mention, between A and C it was a tough choice, but there is a very subtle difference in meaning between: "either you......or" - (which finally leads to parallelism issue.) and "you either....or" - thus C is better

Either......or..... is a parallelism marker.

Whatever follows "EITHER" should also follow "OR"

if "YOU" follows "EITHER" then "YOU" should also follow"OR"

Either you transfer the data or you..... is correct.
Similarly, You either transfer the data or..... is correct.

Since, the part starting from "OR" is not underlined, therefore we have to take our cue from there.

In the non underlined part "YOU" does not come after "OR" so in the underlined part we have to make the necessary modification i.e. move "YOU" before "EITHER". Now, the parallelism is complete and sentence structure is correct.

The question checks our knowledge of the idiom Either X or Y
We need to make sure that the construction of X and Y is same.

Since you in not included in the portion after OR, we need to exclude you from the Either portion too.
By this, we can strike out options A, D and E

Since we are talking about a specific data we need to use that. Moreover, data is a plural word, hence we need were.
Only option C prevails.

You either transfer the data that were demanded or file a report explaining why you did not submit the overall annual figures.

Perfect parallelism - You - Either X or Y. Both X and Y must point to an action by "You" Hence C.

Since ‘Either…or’ is a //ism marker, we need to check if the construction of the sentence portions from ‘Either’ to ‘or’ and from ‘or’ onwards are // or not. As such, we can eliminate A D and E. In all of them, ‘you’ follows ‘either’ but there is no ‘you’ in the underlined portion. From the remaining two, we can get rid of C since it has a subject verb disagreement. It uses ‘were’ to refer to ‘data’, which is singular.

So the correct answer is B.
