Emperor: The enemy empire across the sea has harassed us for centuries. I want to conquer it and stop it once and for all. What advice can you give me?
Admiral: If you cross the sea, a mighty empire will fall.
Emperor: In that case, prepare the troops. We set sail tonight.

D it is.. A mighty empire may fall may also mean his own empire..

Agreed. Unless the Emperor knows that his empire isn't mighty.

'D' should be the winner.
The admiral's statement is ambiguous. He never said that emperor will win.
'Crossing the sea' could be a problem.

I looked at it from different angle.
Even if I assume that admiral refers to the mighty empire to the enemy's empire, the victory is still doubtful.
Admiral says - if you cross the sea,......
'Crossing the sea' may be the major challenge. But the emperor did assume that he would cross the sea.

This concludes that the emperor fails to consider the nitty-gritty of admiral's statement.
