Hi AjiteshArun,

Request for your explanation.

If we re-write the option E in following two ways, whether these sentences would be correct :

E1. Stockton has already been billed more than $11 million by firms hired to sort through that debt and to search for ways to restructure it, and to now guide the city through legal proceedings

E2. Stockton has already been billed more than $11 million by firms hired to sort through that debt and search for ways to restructure it, and now guide the city through legal proceedings

The reason I think that these highlighted parts are parallel in spite of having two times "and" is that verbs "sort" and "search" could be correctly placed together to bind them in a one time frame and the verb "guide" in another time frame (now)

I don't think we could say that either of those options would be correct as long as we have an option with just one and. To understand why, it's important to remember that "correct" on the GMAT doesn't mean only "grammatically possible". Instead, the correct option has to (also) convey the intended meaning and minimize issues like ambiguity, redundancy, awkwardness, and wordiness. In this case, "firms hired to sort, search, and guide" is better than "firms hired to sort and to search and to guide". That is, introducing another and fixes the parallelism issue in E, but it introduces other issues that we can't ignore.
