It's B.
Point is the usage of 'during', 'in', 'over', and 'for'. During two decades...is wrong. In two decades...is better expression. We know "Despite" is not preferrable in GMAT. In E, we have 'there is~', which is not to be there when we have a clear subject of sentence, china.

Between B and E, I also go with B for proper tense.

E is in simple present tense where as the independent clause is in present perfect tense, which matches the same tense in B..

I think it is B.

-has hardly increased // have allowed
-'increased in' is correct. 'increased over', 'increasing over', 'increase..for' is unidiomtic,

reply2spg, how is "during" used wrongly here? "during" can modify noun and "two decades" is none.

IMO E.

In B "its" is modifying "stringent rationing and planned distribution" whereas it should be modifying "...China".

I am looking for a better explanation.
