Even though people love chocolate for its taste and health benefits, not many are aware that chocolate can be quite toxic when fed to dogs. Oblivious to this fact, pet owners frequently feed their dogs with chocolate and soon after, rush their pets to veterinary clinics. However, over the past three years, the number of such cases has gone down drastically in Pupper Town. Clearly, pet owners in this place must have become more aware of the fact that chocolate must not be fed to dogs.

Which of the following statements best helps evaluate the argument?

A. Whether the number of dog owners remained constant over the last 3 years.

B. Whether town adjoining pupper town have experienced a similar decrease.

C. Whether with an increased availability of dog-safety kits, more and more pet owners have opted to treat their pets at home to reduce wastage of time transporting the pet to a veterinary clinic.

Found this question difficult, can somebody explain option a and c

While this question is not particularly well written, there are at least a couple little reasons to choose (C) over (A).

While (C) is a bit convoluted and does not seem very realistic, if such kits were indeed available, having information about whether people were using such kits could help us to evaluate the argument.

(A) also seems to bring up something that would help with evaluating the argument.

So, how do we choose between them? Possibly by considering what the question writer was likely thinking, and if we notice that (A) does not mention dogs, but instead mentions dog owners, and because (A) does not mention a decrease in dogs but rather whether the number of dog owners "remained constant," we can grasp at the straw that the question writer felt that (A) is not as useful as (C), because having the answer to (A) would not tell us how many dogs there were, but rather, only whether the number of dog owners had remained constant.

So, our take could be that the question writer probably prefers (C).

A is incorrect bcoz there are chances that one owner can maintain more one dog In that option A can't break the conclusion

Conclusion
pet owners in this place must have become more aware of the fact that chocolate must not be fed to dogs.

Lets do Yes and No test on A and C
A. Whether the number of dog owners remained constant over the last 3 years.
Yes number of dog owners remained constant over the last 3 years
How does this even relate to the conclusion which is related to the consumption of chocolate by dogs?? ( this becomes irrelevant pertaining to the argument)

C Whether with an increased availability of dog-safety kits, more and more pet owners have opted to treat their pets at home to reduce wastage of time transporting the pet to a veterinary clinic.

Yes, with an increased availability of dog-safety kits, more and more pet owners have opted to treat their pets at home to reduce wastage of time transporting the pet to a veterinary clinic.
This weakens the argument by saying its not the awareness of the pet owners, but rather the availability of these dog safety kits

When you negate this, it says yes they got aware about the problem and decreased the consumption of chocolate.

B Whether town adjoining pupper town have experienced a similar decrease.
Other town is again irrelevant.

D. Whether the cost of insuring a dog has come down over the last three years.
isnuring the dog -> irrelevant to the argument

E. Whether the amount of chocolate sold in Pupper Town decreased over the last 3 years.
selling is not related to consumption/ avoidance
